Kaleen Lawsure, VMASC Senior Project Scientist provided technical guidance and solutions for the development and distribution of an eligibility screening survey instrument, database management system for generating custom reports, and a file sharing management system for information exchange.
ABOUT THE PROJECT—
Leveraging past experience with grants management and allocation decision support.
On March 13, 2020 the U.S. President declared a national emergency in response to the COVID-19 pandemic. Under subsequent major disaster declarations for state, local, tribal, and territorial government entities and certain private non-profit (PNP) organizations became eligible to apply for FEMA Public Assistance (PA).
The Virginia Department of Emergency Management (VDEM), in its capacity as the State Administrative Agency for the distribution of FEMA funding, requested preliminary screening support for Private Non-Profit organizations to determine eligibility under the April 2, 2020 disaster declaration FEMA-DR-4512-VA. Eligibility screening requires determining that PNP organizations have at least $3,300 in eligible costs, be legally responsible for performing eligible work, and comply with eligible cost requirements. Further, this screening must occur with 30 days of the declaration necessitating a quick, easily accessible and user-friendly solution agile enough to accommodate changes to work flow within the incident environment.
The Virginia Modeling, Analysis and Simulation Center of Old Dominion University, leveraging past experience with grants management and allocation decision support, provided technical guidance and solutions for the development and distribution of an eligibility screening survey instrument, database management system for generating custom reports, and a file sharing management system for information exchange.
This public assistance is targeted at reimbursing activities related to the following:
Management, control and reduction of immediate threats to public health and safety
Emergency medical care
Medical sheltering
Household pet sheltering and containment actions related to household pets in accordance with CDC guidelines
Purchase and distribution of food, water, ice, medicine, and other consumable supplies, to include personal protective equipment and hazardous material suits
Movement of supplies and persons
Security and law enforcement
Communications of general health and safety information to the public
Search and rescue to locate and recover members of the population requiring assistance
Reimbursement for state, tribe, territory and/or local government force account overtime costs
